Bursa Malaysia to Drive Market Expansion Under Capital Market Masterplan 2026–2030

Kuala Lumpur, 9 March 2026 – Bursa Malaysia will play a central role in advancing Malaysia’s capital market development under the newly launched Capital Market Masterplan (CMP) 2026–2030, with initiatives aimed at expanding market size, strengthening sustainability and deepening regional investment connectivity.

In a statement delivered during the launch of the masterplan, Bursa Malaysia Chief Executive Officer Dato’ Fad’l Mohamed said the new roadmap provides a decisive framework to future-proof Malaysia’s capital market while supporting sustainable and inclusive economic growth.

The masterplan outlines strategies to strengthen market vibrancy, broaden investor participation, advance sustainability initiatives and deepen regional financial integration.

Expanding Malaysia’s Capital Market Size

Bursa Malaysia will support the masterplan’s ambition to significantly expand the size of the national capital market in the coming years.

According to the exchange, efforts will focus on strengthening corporate performance, increasing trading activity and expanding investor access to capital markets. These initiatives are expected to help grow Malaysia’s capital market by RM1.5 trillion to RM2 trillion over the next five years.

Key priorities include building a stronger pipeline of initial public offerings (IPOs) while developing market programmes and indices that enhance the visibility and competitiveness of Malaysian listed companies.

Strengthening Participation and Fundraising Pathways

The exchange also plans to broaden investor participation and strengthen fundraising opportunities for emerging businesses.

Efforts will focus on expanding outreach to retail investors while improving access to public markets for micro, small and medium enterprises (MSMEs) and mid-tier companies.

Enhancements to the LEAP Market and ACE Market ecosystems will be introduced alongside capacity-building programmes designed to help more companies prepare for listing.

These measures aim to widen participation across Malaysia’s capital markets while supporting the growth of high-potential domestic businesses.

Accelerating Carbon Market Development

Sustainability will also be a major focus under the new masterplan.

Through the Bursa Carbon Exchange (BCX), the exchange plans to accelerate the development of Malaysia’s voluntary carbon market ecosystem by facilitating carbon trading and strengthening market infrastructure.

This initiative supports Malaysia’s broader climate agenda while positioning the country as a regional hub for sustainable finance and carbon market activity.

Deepening Regional Investment Connectivity

Bursa Malaysia will also prioritise initiatives that enhance regional capital market connectivity.

Planned efforts include enabling cross-border listings and expanding regional investment products such as exchange-traded funds (ETFs), allowing investors to gain exposure to broader Asian markets.

Such measures are expected to strengthen Malaysia’s position within the regional investment ecosystem while attracting more international investors to the local market.

Reinforcing Leadership in Islamic Finance

Malaysia’s global leadership in Islamic finance remains a key strategic advantage under the new capital market roadmap.

Bursa Malaysia said it will support the development of Maqasid al-Shariah-aligned financial products while expanding the range of Islamic investment offerings available to investors.

At the same time, regulatory and governance frameworks will continue to evolve to modernise market rules, streamline processes and strengthen investor protection.

Building a Resilient Capital Market Ecosystem

Looking ahead, Bursa Malaysia will adopt a collaborative ecosystem approach in partnership with the Securities Commission Malaysia and other industry stakeholders to drive long-term market resilience.

The exchange said these efforts aim to shape a stronger capital market capable of delivering sustainable value creation for investors, businesses and the broader Malaysian economy.
